I don't see Topics as Google trying to regulate itself, as much as Google trying to replace the existing cross site tracking technologies with something equally effective that Google itself controls.
As Google is also trying its best to introduce a form of DRM for websites, I'm finding the combined efforts hard to reconcile with the teary eyed concern for "the free and open web we all enjoy".
The only cure against this is to flock towards alternatives that don't track us, in sufficient numbers. Which sounds futile until we remember that Internet Explorer once had a market share of about 70%
